First of all, hi! Glad to see some Blame! community's still alive.
This topic is dedicated to your POVs on technological attainments of the Megastructure. There were several attempts to differentiate technologies' development in science-fiction in the past, and some seem consistent up till now.

What phases of tech achievements our favourite cybernetic purgatory has gone through? What is its limit(if it has one)?
Lets argue^^.
Personally, i have a hard time trying to recall anything comparable to the wonders of the City in fiction, especially if we do not consider less reasonable examples. So, an appropriate level for the Megastructure(and The Netsphere in particular) should be placed above 20, as general positions of the majority of space-opera works rest between 16 and 20..
It may seem a bit of an overstatement but imho blame!-verse does not deserve anything less than level 23. Substaintially due to the teleportation of the whole THI made by one AI that was considered dated, and the gravitational mill's multiverse transition.

Thx for the thread and link. quite an interesting list, even if i don't know half of the various (space opera-) civilisations.
about the TI-technology: my favorite was the Replicator, Mensard uses. Everyone should have one!
I'd also like to copmpare the different civilisations Nihei created apart from the megastructure.
A qick, incomplete list could be:
10 Deadheads
13 Digimortal
15 NOiSE
15 SnK
16 Abara
18 WAS
19 BLAME!
please correct and complete the List!

You forgot Biomega! How could you?=)
Noise 15(up to 17 with "living armor" and 21 with graviton sword).
Biomega(before the catastrophe) in general aspects no more than 14-15, synthetic humans and their best adversaries demonstrate feats up to the level 17.
Biomega after the catastrophe 17. The catastrophe itself however deserve no less than 20.
Blame! surpasses everything mentioned above significantly. Silicon creatures extensively use graviton weapons and have some crazy nanomachine designs.
Up to level 21. Safeguard system exists on 20-22(indefectible matter manipulation, GBE and Level 9). The Hardware of THI is capable of massive teleportation and space-time manipulation. Level 23.

nehei is very imaginative, and not all that scientific or technologically accurate. I remember thinking 'teleportation, where the hell did that come from!?' his stories can be very confusing because of this. but also, by keeping the technology sort of ambiguous and magical, the reader doesn't get too distracted by how things work. I think to answer the question, the tech level of blame! is all-bets-are-off/ anything goes.
